Jai Prakash Vishwavidyalaya - JPV Chapra was established on 22.11.90 by the enactment of Section 3(b) of Bihar State Universities Act, 1976 with its Head Quarters at Chapra, after Carving it out from the then, Bihar University (now B.R.A. Bihar University) Muzaffarpur. The territorial jurisdiction of the Jai Prakash Vishwavidyalaya - JPV Chapra is stretched over the whole of Saran Division Comprising three districts of Chapra, Siwan and Gopalganj. The Colleges situated in these districts were automatically transferred to Jai Prakash University, Chapra. There are altogether 21 constituting Colleges, 2 affiliated deficit Grant Colleges (including one minority college) and 10 affiliated Colleges.
The Jai Prakash Vishwavidyalaya - JPV Chapra, Chapra has achieved its success in translating its primary and provide quality education to the Students of this backward region of Bihar into practical reality. Now the Students of this region, who were unable to go to other Universities inside or outside the State and were compelled to discontinue their higher Studies due to financial constraints are finding themselves in a position to attain higher education and showing their worth, that in no way they are lagging behind the students of other regions.

In the year 2003-2004 Jai Prakash Vishwavidyalaya - JPV Chapra sent its teams for five events in the inter university sports competition. E.g., the university cricket team participated in the eastern region inter university competition which was hosted by Pt. Ravi Shankar University, Raipur. The weight lifting team of J.P. Vishwavidyalaya participated in the All India Inter University competition which was organized by Punjabi University at Anandpur Sahib and they performed fairly well. The Volleyball team took part in eastern region inter university meet organized by Bhagalpur University whereas the Badminton team participated in the eastern region inter university competition held at B.I.T. Mesra, Ranchi. The four members Athletics team performed in All India Inter University competition hosted by Ranchi University at Tata Complex, Jamshedpur. Although the sports teams of the Jai Prakash Vishwavidyalaya - JPV Chapra did not emerged victorious in any of the events, yet, they performed well enough and they transpired more matured than ever. However, the sports council has taken all important measures to improve the performance level of university teams further so that they would be able to win glories for the university in the future.
It is worth mentioning here that to select Jai Prakash Vishwavidyalaya - JPV Chapra teams for the purpose of inter university competitions inter college competitions were organized. For example, Gopeshwar College, Hathua witnessed inter college Cricket competition and the Athletics competition. Likewise, Volleyball and badminton were organized in Rajendra College, Chapra and D.A.V. College, Siwan hosted the Football competition. Ram Jaipal College-Chapra, Jagdam College-Chapra, Gopalganj College-Gopalganj and Ganga Singh College-Chapra organized wrestling, table tennis, chess, weight lifting competitions respectively.
