Padmanava College of Engineering – PCE Rourkela was set up in the year 1999 by the Padmanava Educational Trust on the auspicious Birthday of Pandit Jawahar Lal Nehuru. The trust is a non-profit making organization with the sole aim of development of Education in Orissa. The College, situated in the heart of the Steel City, Rourkela, Sector -4, yet away from the jostle bustle of the city life with its Padmanava College of Engineering – PCE Rourkela campus along-with the famous Indira Gandhi Park, lies within the bracket formed by the Ring Road in the eastern side and the road that goes beside the STPI in the western side. The lush green trees and the serene atmosphere provide a fitting ambience for academic pursuits where learning really means evolving. The College has received due recognition from Biju Patnaik University of Technology (BPUT), Rourkela to work with it. The Government of Orissa has given its due recognition and concurrence to the institute. All India Council for Technical Education (AICTE), the apex governing body of all the technical education institutes in the country, has given its due approval to the college.

The Padmanava College of Engineering – PCE Rourkela gives high priority to Hostel accommodation. Separate Hostel accommodation for gents and ladies students, particularly for outside students are available nearer to the college. Intending students shall inquiry in advance from Superintendent of respective hostel regarding availability of accommodation either in 1st year / subsequent year and prepare accordingly.
Padmanava College of Engineering – PCE Rourkela student may be permitted on application in prescribed form during beginning of each academic year to get admission in the respective hostel / lodge with his/her parents or local guardian at Rourkela. Students permitted to stay outside the hostel (after taking admission in the respective hostel) are exempted of mess charges only and may be entitled the refund of the mess advance if paid at the time of admission. Each Padmanava College of Engineering – PCE Rourkela student in order to complete the admission in any of the hostel (i.e. Gents / Ladies hostel) has to select a local guardian at Rourkela who may be contacted in time of emergency. It was felt that for efficient management and healthy growth of the Padmanava College of Engineering – PCE Rourkela, communication, interaction and monitoring system must be improved. Therefore it was decided to convert the College into an e-campus through WLAN (Wireless Local Area Networking), which use radio waves to communicate among devices. An access point (AP) with an antenna is physically connected to a conventional wired Ethernet network and Servers as a bridge to the wireless network. WI-Fi WLAN also supports communication among the client systems, allowing the devices to communicate directly with one another in a peer-to peer fashion.Up to approximately 150 feet, a WI-Fi 802.11b WLAN typically can deliver broadband performance with a signaling speed of up to 11 Mbps. Actual performance depends upon the signal pattern and the number of walls, floors and other architectural obstacles in the area. WI-Fi 802.11a WLANs can achieve speeds of up to 54 Mbps within a somewhat reduced range.
Padmanava College of Engineering – PCE Rourkela has installed the wireless equipments, which can give signal strength up to 5 km range. In order to use the system effectively the students admitted this year, have been advised to purchase their own High-end Laptops with wire-less technology, which were made available to them through the College at concessional rate. Wherever required, Bank loan was also arranged for the students.
As efficiency, both mental and physical, is an absolute necessity, it should not only be developed but also maintained. To take care of emergency medical requirements, IGH, the Super specialty Hospital is situated in the close vicinity where both staff and students can be admitted in case of an emergency, besides, the Padmanava College of Engineering – PCE Rourkela has appointed an experienced Doctor who periodically visits the college and the Hostels, and gives necessary advice in case of minor aliments. There is an efficient guide who helps each student explore and illuminate their inner strength with the knowledge and guidance of yoga, meditation, aerobics, diet etc.
The Padmanava College of Engineering – PCE Rourkela library has a rich collection of books. At present it has 18000 books on different subjects. There are 1500 titles. The library, to keep pace with the latest developments in various engineering fields, subscribes to International Journals, Newspapers, Periodicals and Magazines. There are 82 National and International Journals and 18 Magazines subscribed by the College.
The Padmanava College of Engineering – PCE Rourkela library has four sections for easy access of books by students & faculty. Students can borrow books from the issue section on specified days and retain them for two weeks. PCE is an active member of DELNET (Online Library), for exchange and sharing of programs and Information both in National and International scale. This facility is available to each and every student, right up to the 8th semester. It has stock of most of the latest journals and magazines and text books prescribed by BPUT.
The Training and Placement department of Padmanava College of Engineering – PCE Rourkela has a Conference hall, which is furnished with Generator, Colour TV, LCD Projector, OHP and PA system to aid PPT and audiovisual presentation. Facilities are available for conducting ON-LINE test, there are 280 latest technology computers connected in LAN, having windows 2000 server as their operating system. Adjacent halls can be made available for conducting written tests. The conference Hall is air-conditioned a can be utilized for conducting GD and PI. They have tie ups with so many companies such as Accenture, HCL, HP, Indian Army, Mahindra, Satya, MITS, NPCL, OCL, Sapneo Soft Technologies, SYSQ Technology.
