The University of Petroleum and Energy Studies-UPES was established in the year 2003 as a statutory university through an act the State Legislature of Uttarakhand. University of Petroleum & Energy Studies (UPES) is maintained and recognized by UGC under Section 2(f) of the UGC Act, 1956. UPES is an unique institution. Out of many Firsts to its credit, the first convocation had the first citizen of the nation as the Chief Guest of Honor. The then, President of India Dr. A. P. J. Abdul Kalam read out the convocation address.
University of Petroleum and Energy Studies-UPES is located in Dehradun. It is India's first energy and Asia's first energy and core sector University. UPES was established under the banner of Hydrocarbons Education & Research Society, a nonprofit organization registered under the Societies Act. University of Petroleum and Energy Studies has been awarded with ISO 9001:2000 certifications.

To design, develop and deliver cutting edge education and training programs for professionals in the industry. To take the leadership role in promoting the growth of Oil & Gas, Energy and Transportation sectors through specific education and outreach activities. To provide support to research, consultancy and development activities in all technical and managerial aspects of the Oil & Gas, Energy and Transportation sectors.

University of Petroleum and Energy Studies-UPES has equipped all the classrooms with ceiling mounted LCD/DLP projectors, computers and PA system with wireless microphones. Limited in-house hostel facility on first-come basis for boys at Dehradun and for boys and girls at Rajahmundry campuses is provided by the University.
Extra-curricular activities are also promoted among the students and facilities like playgrounds and playrooms, indoor and outdoor games, gymnasium and volley ball court are also available. Students are also encouraged to engage in social and cultural activities.
University of Petroleum and Energy Studies-UPES houses a well equipped library that contains volumes of publications including books, standards, reports, proceeding and national and international journals in the field of petroleum exploration, chemical, computer, electrical, Electronic and mechanical engineering, information technology and management.

University of Petroleum & Energy Studies has the credit of being the first University in India to have successfully implemented the SAP solution for Higher Education and Research (HE&R). The solution takes care of the finance, materials, human capital and academic administration functions.
The programmes have been customized to cater to industry needs and requirements across the hydrocarbon value-chain. Recognizing the needs of professionals, the university conducts a part-time program in Executive MBA (Oil & Gas). Full time MBA is offered in Oil & Gas Management as well as Energy Training.
