The Global Open University – TGOU Dimapur has been established by an Act of State Legislature under "The Global Open University Act 2006" (Act 3 of 2006) by the Government of Nagaland. After receiving the assent from the His Excellency, Governor of Nagaland, and the establishment of the university was notified in Government Gazette vide notification number Law/Act-10/2006 on dated 18th September 2006. The Distance Education Council, New Delhi has recognized the Global Open University (TGOU), Nagaland vide letter DEC/GOU/NGL/Recog/2008/8685 dated 2nd June 2008.
The Global Open University – TGOU Dimapur is empowered to award degree as specified under section 22 of the UGC Act, 1956 vide UGC Letter No. 4- 2/2007 (CPP-1) dated 26th February 2008. His Excellency, Governor of Nagaland, is Chancellor of the University. The Global Open University (TGOU), Nagaland is administered by a Governing Council. The Council has distinguished dignitaries among its members having representatives of Nagaland Government, an educationist of repute and an academician nominated by Pro-Chancellor. The Academic Council is responsible for all academic matters.
The Global Open University – TGOU Dimapur has interim headquarters at Dimapur (Nagaland). The Global Open University (TGOU) Campus has well-equipped physical and academic infrastructure with workshop, laboratories, computer lab and library. The Act of The Global Open University (TGOU), Nagaland permits the university to offer programmes through online mode across the country and abroad. The Global Open University – TGOU Dimapur has become a pioneer in India by introducing Technology Enabled Learning and on demand online Examinations to pursue its mission of providing means for”Self – Paced, Self – Styled” anytime, anywhere learning.
The Government of Nagaland have allotted the Government buildings and youth hostels for conducting Tourism, Hotel Management, Catering Technology and other job oriented courses for the benefit of young boys and girls from Nagaland. The Government of Nagaland has been approached for allowing the civil hospitals and animal husbandry campus to be used by “The Global Open University. Nagaland for conducting Theory and Practical classes of UG, PG and other research programmes. As of now The Global Open University – TGOU Dimapur have 30 Departments for conducting different programmes including Doctoral, Master's, Bachelor's, Diploma and Post Graduate Diploma Programmes in the field of IT, Management, Engineering, Paramedical, Hospitality and Tourism etc.

The Global Open University – TGOU Dimapur offers a unique multi entry and multi exit system called the pyramid structure of the course under a system wherein a 10+2 student after going through one year of UG programme can take a diploma and exit or continue with the graduation degree. The Diploma students can enter the same system after some time from where they had left. Such admissions are termed as credit transfer. The same mechanism works for Post Graduate courses.

Any dispute arising in all matters relating to The Global Open University – TGOU Dimapur Technology Enabled Learning Programme shall be referred to the Courts and Tribunals having jurisdiction over Dimapur only.
